Mr Hubert-

The Harbour Master shows good cause why the carriage of deck passengers should not be prohibited. In hearing His Excellency,

together with them.

If the deck passenger traffic of the Lower Chinese is checked They will be driven to take passage in Native boats to such places

where they can go : at a much greater risk than

on the deck of a steamer.

The Glenlyon was

exceptionally unfit for the purpose,

from her low freeboard & want of

protection on deck;

The casualty to her occurred on a

voyage

not from Hong Kong, and, unless I am mistaken,

to Japan.
